This Briefing Paper explores the changing involvement of donor governments in the coordination of humanitarian operations. While donors have professed increased interest in coordination, their actions still undermine it.
Ad-hoc initiatives in coordination which have been undertaken have not led to greater ‘connectedness’ between humanitarian and political responses to emergencies, nor have they exerted a strong influence on the volume and type of funding.
