4: EU Mechanisms that promote Policy Coherence for Development
Over the past few years, both the Commission and the Member States have put into place a number of measures that are expected to have an impact on coherence. This study will evaluate whether these measures have enhanced the impact of coherence on development policy and their effectiveness. At a point were the first general Development Policy Statement of the EU has been agreed upon, there is a great demand for policy insights on this issue.

This evaluation directs itself to the programmes and/or measures the EU (MS+EC) have designed and implemented in order to enhance policy coherence. These may be components of more general programmes or mechanisms specifically designed to strengthen coherence. The primary purpose of this evaluation is to assess the effectiveness of such mechanisms in promoting coherence.
The outcomes of the study should contribute to and allow for a joint learning process among the EC, member states and stakeholders in the South. They should incorporate the various constituencies’ perspectives on the 3Cs and inform a joint learning process between stakeholders in the EU MS, the EU institutions and partner countries.
