This study is part of a “package” of six joint evaluation studies that were defined in 2004 under the umbrella of the “3Cs Initiative” on Coordination, Complementarity and Coherence of the Group of EU Heads of Evaluation for External / Development Cooperation (EU HES). The evaluation was followed closely with the active support of a joint Reference Group composed of members of the Evaluation and/or Trade Services of France, UK, Belgium, and The Netherlands, as well as the relevant Commission services especially DGs Development, Trade, Relex, EuropeAid.
