On June 21, an EC Communication to the Council and the European Parliament was published regarding "Annual Report 2007 on the European Community’s Development Policy and the Implementation of External Assistance in 2006". This Communication gives a prominent place to Policy Coherence for Development.
Page 4 of this Communication states that "(...) coherence is of crucial importance for implementing EU external assistance policies. When dealing with partner countries, the Commission adopts three main identities – political player, development agency and donor administration – and is continuously seeking ways in which it can more effectively combine these three."
