This draft paper provides a critique of the current thinking on harmonisation and alignment by contrasting the Paris Agenda with alternative views in the literature as to the rationale for aid and for the existence of aid agencies. It considers the hypothetical idea of complete alignment and trust at the country level between donors and recipients, and the implications this would have for aid agency incentives. It also revisits donor the idea of 'fragmentation' versus 'consolidation' from a recipient country perspective, considering trade-offs between transaction costs and the spreading of risk.
